This Vintage knitting pattern is from the 1950s, and uses loop stitches to make the curls.

There are many different ways of casting on when knitting. But the thumb cast-on, which is also known as the single needle cast-on, or backward loop cast-on, is probably one of the simplest. And this of course, makes it particularly 'beginner knitter' friendly.
